in my final olap report is the send button missing
i checked the tool in the toolbar options dialog

Yes

In the design modus it is there - i checked it for save - but in the final saved report the email send button is missing

Is email address for your current user set? Also make sure this design option is set:
OLAP Report Design Mode > Options > Toolbar tab > Email icon.
