Where do I select to make a report public so it does not require a login to view it? I do not see it under Options while creating a new report. Thanks.

In the view mode, right click on the report (or the folder containing the report) and select Security > Check Public. (Reports in My Reports folder cannot be made public).

Go to Admin > Settings > Security > Make public reports visible to outside users
