If the user is selected under Approvers tab of the folder security dialog the user will be able to approve reports placed in that folder.

The Approve tab will be visible as long as there are reports to approve. The user has the option to approve or delete the report. The user can delete reports if this option is enabled: Admin > Settings > Security > "Approver Can Delete".
