With Security option 'Only roles and users that have access to the report can subscribe to it' set, and a user is a member of group XYZ, and a folder has security to permit viewing by group XYZ, the user can read and edit a report stored in the folder.
However, if a Subscription is created for the report, the user is not visible as a valid recipient. The only exceptions are Admin-enabled users. |

Please note that users need to have the email field set to show up on the list.

Yes, it's reproduceable. User 'TestSubscriptionsUser', member of group 'TestScriptionsGroup', has Reader rights to folder 'TestSubscriptionsFolder', containing a report 'TestSubscriptionsReport'.
Impersonating 'TestSubscriptionsUser', the report is visible in View mode. However when a subscription is created for the report by Admin user, 'TestSubscriptionsUser' is not visible in the list of users. |

As a short term fix, applying group security at the report level will enable individual reports to be subscribed.
Select report from list > rclick Security > add relevant group to allow list. |
