I've created a folder LEVEL_0, and created in it a subfolder LEVEL_1.

If user has right to read reports from LEVEL_0 folder, he see subfolder LEVEL_1 but doesn't see any reports in it.

The report security does not propagate to the subfolders. You need to set the security for the subfolders too.
